Mayor Ben Hillyard

I have the privilege of being the husband of the most amazing woman (Whitney) and father of three fabulous boys. In 2014, when we found our lot, we knew Woodland Hills would be our forever home. Ever since then we have learned to love our amazing community even more. We count it a great blessing to live in such a beautiful location with the best neighbors anyone could ever wish for.

Over the years I have had the opportunity to work closely with many Fortune 100 and 500 businesses across our nation in many different professional capacities. Primarily my work has focused on cultural transformation, operational excellence, and business systems. While doing this I’ve also owned and operated a number of my own businesses as well.

I am so grateful for this opportunity to serve our great city and I welcome any thoughts, disagreements or constructive ideas from our residents. Thank you all for your support and willingness to volunteer to make our wonderful city even better.

Council Member Brian Hutchings

Brian Hutchings brings a lifelong commitment to service, leadership, and community to his role on the Woodland Hills City Council. His journey began in the U.S. Navy, where he proudly served during Desert Shield/Storm and Operation Kuwait Freedom. Those formative years instilled in him the discipline, integrity, and dedication to country that continue to guide his public service today.

After completing his military service, Brian returned to Utah and built a career grounded in hard work and technical expertise. He spent more than a decade and a half in hands‑on industrial roles, including completing a millwright apprenticeship and earning his journeyman card at Geneva Steel. Determined to advance his education, he later earned a Bachelor of Science in Mechanical Engineering from the University of Utah—an achievement that launched a successful career in manufacturing leadership. Today, Brian serves as the corporate Maintenance and Reliability Manager for the Innovative Chemical Products group of companies.

Brian and his family moved to Woodland Hills in 2016 and immediately felt at home. Encouraged by the strong sense of community, he joined the Woodland Hills Fire Department in 2017 and contributed to the city’s emergency response efforts during the Bald Mountain and Pole Creek fires. His family’s support—and their deep love for this “little part of heaven”—strengthened his desire to give back through civic engagement.

Serving on the City Council is an honor Brian takes to heart. He is committed to thoughtful stewardship, transparent decision‑making, and ensuring Woodland Hills remains a safe, resilient, and thriving place for every resident. Grateful for the trust placed in him, Brian strives every day to represent the community with integrity and to do the very best job he can.
