The burn will start around 10 am and will be monitored throughout the day until it has been burned completely. We have been waiting for the ideal time where we have had moisture before and after the burn with a green burn day in between storms. Should conditions change and not be ideal we will cancel the burn. Please avoid this area so fire crews can perform this fuel reduction project. Thank you for your support.</p>]]></content:encoded>

<p>A General Plan is a long-term policy document that guides the future growth and development of the City. It outlines goals and recommendations related to land use, housing, transportation, public facilities, parks, utilities, and overall quality of life. While the General Plan does not change zoning or approve specific projects, it serves as a roadmap to help City leaders make informed decisions over the coming years.</p>
<p>Community input is a vital part of this process. Your ideas, concerns, and perspectives help ensure the plan reflects the values and priorities of those who live and work here. We encourage you to review the draft plan and share any comments or suggestions you may have. You can share your comments by emailing the planning commission chair at: <a href="mailto:waynef@woodlandhills-ut.gov.">waynef@woodlandhills-ut.gov.</a> Additional opportunities for public comment, including meetings or hearings, will be announced as the review process continues.</p>

            <title>Mayor Message on Newly Adopted Ordinance Establishing an Appeal Officer</title>

            <content:encoded><![CDATA[<p>The City Council recently passed ordinance number ​2022-06 in which it changed the structure of the city’s Appeal Authority (formerly known as the Board of Adjustments) shifting it from a five-member body made up of residents to a professional hearing officer.  This hearing officer will typically be an attorney with specific expertise in land use and land use law but could also be another individual specifically qualified in this field.  In consulting with our city attorney on this effort, there are a number of individuals available who can be hired in this capacity as needed, so staffing should not be an issue.  With respect to the fees associated with hiring a third-party hearing officer, those will be passed onto the appellant.  The fees will be commensurate with the nature and size of the appeal.  Thus, the expectation is that the city does not foot the bill for such proceedings.   </p>
<p>This approach is widely used by cities throughout the state as it reduces error in decision-making and permits appeals to be decided by well-qualified individuals with a sound understanding of procedural and substantive zoning issues.  In short, amending the appeal authority makes for a fairer and more efficient appeal process and is also less vulnerable to abusive practices. </p>
<p>Another advantage to this change is that it works toward clarifying our current ordinances such that the <em>appropriate</em> appellate authority is empowered to decide issues that are within that appeal board’s area of expertise.  Specifically, some appeals that take place in our city relate to zoning ordinances and some appeals relate to the application of building codes.  The Appeal Authority/Board of Adjustment is typically tasked with hearing appeals relating to zoning ordinances.  A different appeal board is tasked with appeals of a more technical nature relating to application of the International Building Code (IBC) and the International Residential Code (IRC).  This IBC/IRC Board, as it is known, is also provided for in our ordinances and state law and comprises local building experts that are qualified to hear such appeals.  </p>
<p>As a former member of the Appeal Authority/Board of Adjustment, one of the greatest challenges has been the arguable ambiguity in our code as it was previously written where the line is blurred between the types of appeals to be heard by the Appeal Authority/Board of Adjustment and the IBC/IRC Board.  This arguable ambiguity has led to substantial confusion and other problems in that an appellant can seek appeal of a single issue under both boards creating considerable procedural burdens and expense.  This issue is at the heart of much of the city’s current legal challenges.  The previous language also created complex jurisdictional and legal standing questions that this new ordinance works toward cleaning up.  </p>
<p>When the City Council passed this most recent ordinance, I and the City Council expressed our expectation that additional cleanup amendments will need to be considered and addressed to achieve our goal of clarifying and improving  zoning and building code appeals in Woodland Hills.  Getting this language reconciled is a high priority and the current plan, in discussions with our city attorney, is to have the necessary revisions to the other parts of the code presented to the public next month.  We expect to adopt such changes in the March 21, 2022 City Council meeting.    </p>
<p>The City Council was unanimous in its adoption of this ordinance and is united in its support of the underlying purposes.  The Planning Commission was also unanimous in its support of the change.  We have worked closely with our city attorney in all phases of this process and believe not only that we are on solid legal ground but also that the recent change and anticipated changes will make for a fairer process for all participants going forward.  </p>

<p>The city is excited to announce that we have secured funding for a fall of 2022 green waste dumpster program. This program will allow the city to place green waste containers throughout Woodland Hills starting the week of September 19th. These containers will be for green waste only. This includes trees, shrubs, grasses, and any vegetation you deem unwanted (No stumps). If you transport yard clippings in trash bags, please tear open the bags and dump the green waste into the bins. </p>
<p>If we get stumps, trash, or construction material of any kind in the bins, it will limit the program due to the cost of dumping construction material. These secured funds will not cover any dump fees that include construction or trash. If you see anyone dumping anything other than green waste, please get their license plate number and/or a picture of the individual and report it to the city as soon as possible. </p>
<p>If you have an area that needs a large amount of dead wood removed contact me and I will try to have a bin placed close by. We cannot use this program for clearing lots in preparation for home construction but can be used for gathering dead wood off any lot. All stumps should be hauled away by the property owner to the Payson landfill. </p>
<p>This will be a suitable time to remove the trees that may be encroaching the city right of way that are vital as fire breaks and emergency evacuation routes in the event we have a fire. Thank you for your support. </p>

            <content:encoded><![CDATA[<p><strong>NOTICE OF CERTIFICATION OF ANNEXATION PETITION</strong></p>
<p>Pursuant to Utah Code §§ 10-2-807 and 10-2-808, Woodland Hills, Utah, hereby provides notice as follows:</p>
<p>On March 25, 2026, a petition proposing the annexation of real property beginning at a point which is South 88°06’22” West 1310.46 feet and South 1310.65 feet from the North Quarter Corner of Section 25, Township 9 South, Range 2 East, Salt Lake Base and Meridian and running thence South 00°35’22” East 982.89 feet; thence North 34°41’42” West 678.77 feet; thence North 20°07’04” East 446.71 feet; thence North 88°38’10” East 222.67 feet to the point of beginning, encompassing approximately 5.36 acres, was filed with Woodland Hills City by Bucky Gay (Northern Slope LLC).</p>
<p>The petitioner also requests that, upon annexation, the subject property be rezoned to R1-19 Villa Overlay Zoning. Any such zoning designation is a separate land-use determination, subject to review and recommendation by the Woodland Hills Planning Commission and approval by the City Council following the applicable public-hearing process, in accordance with Utah law and Woodland Hills City ordinances. Approval of the annexation petition does not constitute approval of the requested zoning designation.</p>
<p>On April 2, 2026, the petition was filed with the Utah County Clerk’s Office and mailed to each property owner within the proposed annexation area and to those within 300 feet of it.</p>
<p>On April 28, 2026, the Woodland Hills City Council accepted the Petition for further consideration and authorized City Staff to certify the Petition.</p>
<p>On May 4, 2026, City Staff certified that the Petition meets the requirements of Utah State Law, and notice was provided to the Woodland Hills City Council, the contact sponsor, the Utah County Clerk, and the Utah County Commission.</p>
<p>The 5.36-acre area proposed for annexation in the petition is shown on the attached map.</p>
<p>The complete Annexation Petition, including the proposed zoning designation, is available for inspection and copying at the Woodland Hills City Recorder’s Office, 690 South Woodland Hills Drive, Woodland Hills, Utah, during regular business hours.</p>
<p>Woodland Hills City may grant the Petition and annex the above-described area unless a written protest to the Annexation Petition is filed.</p>
<p><strong>A protest may be filed by</strong> the governing body of an affected entity <strong>or</strong> an owner of real property located within the area proposed for annexation.</p>
<p><strong>Protests must be filed no later than June 4, 2026</strong>, with:</p>

<p>If a valid, timely protest is not filed, the Woodland Hills City Council will provide notice and hold a public hearing on June 9, 2026, to gather public input on the Petition, including the proposed zoning designation, after which the Council will consider whether to approve or deny the Petition.</p>
<p>The area proposed for annexation to Woodland Hills City will also be subject to the provision of municipal services, including law enforcement, fire protection, water, sewer, and electrical services, as applicable.</p>

            <content:encoded><![CDATA[<p>Starting <strong>Tuesday (9/16),</strong> crews will be working on <strong>city roads</strong> as part of Phase 2 of our pavement preservation project.</p>
<p><strong>Phase 2 is a two-part project.</strong> Tuesday 9/16 through Thursday 9/18, the crews will be grinding off two inches of the existing asphalt on the roads. The week of 9/22 through 9/26, the crews will be placing two inches of new asphalt. Traffic will be permitted to drive on the roads between grinding and paving.</p>
<p><strong>Check the included map</strong> to see which roads will be impacted each day.</p>
<p>Work will take place <strong>throughout the day, and it will vary for each road.</strong> The roads may be full closures or partial closures depending on the work taking place. There will be traffic control signs and notices as needed to help traffic flow.</p>
<p>Thank you for your patience and cooperation as we continue to take care of our roads.</p>

            <content:encoded><![CDATA[<p>Upcoming Town Hall Meeting</p>
<p>The Mayor and City Council would like to invite you to an upcoming Town Hall Meeting on Tuesday, September 21, 2021, at 7:00 p.m. at the Woodland Hills City Center. The City Center will be open at 6:00 p.m. to allow citizens to review information provided. Questions may be submitted in advance to the council either by email the city recorder at <a href="mailto:recorder@woodlandhills-ut.gov">recorder@woodlandhills-ut.gov</a>, or you can drop your questions off at the city offices during our normal business hours. Please keep your written questions to 250 words or less. It is our hope that we can hold a fruitful dialogue, address concerns, and share all the wonderful things happening in the city.</p>
<p>The meeting will be held both in person and on Zoom. Masks are required for those in attendance where social distancing may not be possible. Individuals wishing to participate via Zoom will be asked to type your questions in the chat box.</p>

<p>We are pleased to announce that the “Chipper Crews” will return to Woodland Hills on Monday, May 19th, 2025, through Thursday, May 29th,2025. Please have your piles stacked before May 19th.</p>
<p>You can visit the city’s website for links to information on creating a defensible space around your home, <a href="https://www.woodlandhills-ut.gov/pages/public-safety" rel="nofollow" target="_blank">https://www.woodlandhills-ut.gov/pages/public-safety</a>, the State’s web site (<a href="https://ffsl.utah.gov/fire/wildfire-community-preparedness/homeowner-education/" rel="nofollow" target="_blank">https://ffsl.utah.gov/fire/wildfire-community-preparedness/homeowner-education/</a>),  or feel free to email the Woodland Hills Fire Department at <a href="mailto:fire@woodlandhills-ut.gov">fire@woodlandhills-ut.gov</a>.</p>
<p> Also, a few items to follow to help our crews be more efficient:  </p>
<p>1.      When stacking trees and brush, ensure the large diameter end faces the street.  If they are placed both ways, the piles are very hard to separate.</p>
<p>2.     Stacks should be no higher than 3 feet tall and only one row deep.</p>
<p>3.     No construction materials.</p>
<p>4.     No stumps. </p>
<p>5.     Once the chipping crew has passed your home, please do not place any additional material at the side of the road.</p>
<p>6.      If you want to keep the chips, please lay a tarp on the ground next to the tree/brush pile near the edge of your property but not in roadside ditches.  The tarp should be at the end of the pile in the direction of traffic flow so crews can pull past the pile. If a tarp is not down, the chips may be spread through the front part of the yard.</p>
<p>7.     This is for mitigation and not to clear your lot.</p>
<p>We appreciate your support of this program.  We are making a huge difference. </p>
<p>Please be aware of the following:</p>
<p>None of your pile(s) should be on the pavement so vehicles can easily maneuver throughout the City.</p>
<p>When chipping is complete, the lot/homeowners must clean up the chipped pile(s). Don’t forget to clean your ditch and culvert of trash and debris.</p>
<p>Your chipping pile needs to be stacked before the morning of Monday, May 19th since they’ll only be making one pass through the city.</p>

            <content:encoded><![CDATA[<p>It’s time to get ready for fall cleanup! Woodland Hills <strong>Community Chipper Days</strong> will run from <strong>September 29 –October 2, 2025</strong>.</p>
<p><strong>What to Do:</strong></p>
<ul><li>Remove dead or excess vegetation from your property</li>
<li>Cut branches/limbs to proper size (1.5”–12” diameter, max 10’ length)</li>
<li>Stack piles neatly at the roadside <strong>by September 29</strong></li>
<li>Place cut ends facing the road, within 5’ of the roadway, at a 90° angle</li>
<li>Keep piles no higher than 4’ and only one row deep</li></ul>
<p><strong>What NOT to Include:</strong></p>
<ul><li>No rocks, dirt, roots, trash, metal, lumber, or construction materials</li>
<li>No bagged material or grass clippings</li></ul>
<p>Chips will be left in piles near the road, or spread on the property if preferred (leave a tarp if you want to keep the chips).</p>
<p>This program helps reduce wildfire risk and creates defensible space around homes.</p>

<p><strong>• Tuesday: Green roads</strong></p>
<p><strong>• Wednesday: Purple roads</strong></p>

<p><strong>• Friday: Red roads</strong></p>
<p><strong>What to expect:</strong></p>
<p><strong>• Street work will occur throughout the day, so please plan alternate routes and anticipate minor delays.</strong></p>
<p><strong>• If your street is scheduled for slurry seal, it will be closed for one day. Expect a detailed door-hanger notification the day before with instructions to move vehicles/items off the street.</strong></p>
<p><strong>• Driveways will not be accessible during application and for up to 3–4 hours afterward while the slurry sets. Please plan accordingly.</strong></p>
