  • B.S. in History from BYU
  • Married to Rick for 32 years
  • 6 children, 18-30 years old
  • Lived in Woodland Hills since 1994
  • Served with the Planning Commission for 8 years
  • Served on City Council for 8 years
  • Past PTA President, School Community Council Chair, youth soccer coach
  • Served on the Woodland Hills Day committee for 6 years
  • Read everything I can get my hands on
  • Bald Mountain Fire survivor!
  • Cannot imagine living anywhere else!


Council Member Dorel Kynaston

Term: 2012-2021
Biographical Sketch:

  • Born and raised on a dairy farm in Idaho
  • B.S. in Computer Science from Ricks College and BYU
  • Married to Chris for 20 years
  • 7 children, 25 grandchildren
  • Traveled and sang with New Freedom Singers, Ricks College 1972
  • Lived in Woodland Hills since November 1999
  • Served as Woodland Hills Fire Chief 2006-2010
  • Served on City Council for 4 years 2012-2015, began an appointed term in 2016
  • Operator of embroidery machine for YSAT Designs, a family company
  • Hobbies include flying drones, riding my Harley, camping with friends, snow and water skiing
  • Woodland Hills – One of the best places on earth

Council Member Kari Malkovich

Term: 2016-2023
Biographical Sketch:

  • Director of Public Relations for McKell, Christiansen, and Wise, Attorneys at Law
  • Immediate past president of the Women’s State Legislative Council of Utah
  •  Former Chief Operations Officer (COO) of Effective Advocacy, where she taught individuals and groups the importance of community outreach and effective communication with government and business leaders.
  • Active community leader
    •  Member of the Woodland Hills City Council
    •  Serves on the board of several nonprofit organizations
      • Grace House Children’s Project
      • Tabatha’s Way Food Pantry
      • Utah Lake Commission.
  • Graduated from Brigham Young University with a degree in Communications, with an emphasis in Public Relations.
  • Mother of six children and grandmother to seven


Council Member Robert (Bob) Ottley

Term: 2020-2023
Biographical Sketch:

  • Born the youngest of 11 children in Salt Lake City, Utah
  • His family lived in a pioneer log cabin in Elba, Idaho and moved to Clearfield, Utah shortly after his birth
  • Served a mission for the Church of Jesus Christ of Latter-day Saints in England
  • Spent 6 years in the US Air Force at the end of the Vietnam Conflict
  • Just prior to entering active duty, he married Janice Dayhoff in the Oakland California Temple
  • Worked for Lockheed Martin for 34 years
  • After retirement, Bob and Janice served a mission in the Russia Moscow mission for two years
  • Bob and Janice are the parents of 6 children and 19 grandchildren

Council Member Paul MacArthur

Term: 2016-2021
Biographical Sketch:

  • Founding partner of MacArthur, Heder & Metler, PLLC law firm located in Provo
  • Practices in the areas of estate planning, tax planning, business contracts and formation, tax exempt organizations and adoption
  • Co-founder of A Child’s Hope Foundation, a public charity that seeks to find families for orphaned and abandoned children worldwide
  • Involvement stems from his own experience as an adoptive parent
  • He and his wife, Monica, have seven children, three of whom were adopted
  • Received a B.A. in English/Business Management from Brigham Young University (BYU), a Juris Doctorate from the J. Reuben Clark Law School at BYU and an LL.M. in Taxation from the Washington School of Law
  • Has lived in Woodland Hills since 2004
  • Has served on the City Council since 2016

  • Born and raised in western Oregon
  • BS in Computer Science from Utah Valley University
  • Married to Tamra for 26 (and counting) years
  • 7 children
  • Previously served on the Woodland Hills Planning Commission
  • Hobbies include all kinds of BYU Sports and kids activities
